February 2010 Special Legislative Session
Oregon Park Owners Alliance supports HB 3694 which will enable mobilehome park management to continue to use a separately charged pro rata apportionment billing method for water service with new tenants if that method has been used for all tenants prior to January 1, 2010.  (Legislation enacted in 2009 otherwise prohibits pro rata billing in rental agreements entered into since December 31, 2009.)

Rent Control
HB 3916 introduced in the 2009 Legislative Session would have established statewide control of mobilehome park rents.  A public hearing was held on the measure on April 1, but no further action was taken. 

Oregon Park Owners Alliance opposed HB 3916.  There is no need for statewide mobilehome park rent control. 

Ironically, if the bill were to become law, rents in outlying areas would be increased based upon the Portland-Salem Consumer Price Index which, in a weak economy, could result in residents paying higher rents than park owners would normally increase.  Experience has shown that if rent control is imposed, park owners must levy the full annual increase to remain whole over the long term.  Rent control typically causes greater management-resident conflict.  Rent control does not benefit park owners or residents over the long term.
